PROBLEM TO BE SOLVED: To eliminate the deviation of a video display time caused by a delay difference between transmission lines for transmitting monitor object video data of a plurality of monitoring cameras, the deviation of a video synchronizing signal between the monitoring cameras, and deviation in a display time of a decoded video image caused by a difference of reference frequencies between encoders. SOLUTION: When initiating video display, a reference time setting is reported for making a reference time common in encoding video data of a plurality of monitoring cameras. Video streams from the plurality of monitoring cameras are received from transmission lines and stored in a plurality of storage means corresponding to the monitoring cameras, video time stamp information is extracted from the video streams, and a video playback time is calculated from a difference between times of arrival by a video playback time determining means. An output of a video stream corresponding to each of video time stamp information from the storage means to a decoding means is initiated in accordance with the video playback time, the video stream is decoded by the decoding means, and a plurality of decoded video data items are combined and outputted by a video combining means.
