PROBLEM TO BE SOLVED: To obtain a tailored blank plate having a desired final shape without forming deformation on the tailored blank plate when working the tailored blank plate which is constituted by joining a thick plate to a thin plat. SOLUTION: An apparatus for forming the tailored blank plate 12 which is obtained by joining the thick plate 14 to the thin plate 16 into a desired shape is composed of a press forming device 10 and a re-strike forming device 100. The press forming device 10 has; a first punch part 18: a first die part 20 and holder parts 22, 22. Between the first punch part 18 and the first die part 20A, the tailored blank plate 12 is placed and positioned so that its step part 12b intersects orthogonally to punch projecting parts 50a, 50b of the first punch part 18 and punch recessed parts 72a, 72b of the first die part 20 to be press-formed. Next, the press-formed tailored blank plate 12 is moved to the re-strike forming device 100 to carry out a re-striking process by a second punch part 102 and a second die part 104 and the tailored blank plate 212 having the final shape is obtained.
