PROBLEM TO BE SOLVED: To provide method and device for specifying measurement or observation part of hair, specifying the position of an object part with accuracy more than predetermined without any increase in work load. SOLUTION: This method includes: a mounting process of positioning and mounting applied parts 14 to right and left side parts of the head 2; a slide adjusting process of sliding and moving a band 8 fitted to a rotor 7 provided to turn forward and backward on at least one of the right and left applied parts 14 to slide in the forming direction after the mounting process to a predetermined part specifying slide position to make the band 8 to correspond to the shape of the head 2; a turning adjusting process of turning forward and backward the band 8 to the part specifying turning position which is a predetermined forward and backward turning position after the slide adjusting process, thereby causing the band 8 to pass the vicinity of the object part P as the object of measurement or observation; and a part specifying process of specifying the object part P based on the part specifying position which is a predetermined portion on the band 8 after the turning adjusting process.
