Disclosed are a filter capable of withstanding the filtration of nanoscale microparticles and organic molecules, and a method for producing the same. The method for producing a filter (20) comprises: a step in which an aqueous solution containing a metal salt is mixed with an aqueous solution containing an alkali to prepare a nanostrand solution (32) composed of a metal hydroxide; and a step in which the nanostrand solution (32) is filtered through a porous substrate (2) provided with holes to produce a nanostrand sheet (3) composed of fibrous nanostrands accumulated on the porous substrate (2), in which the maximum diameter of a first hole which is formed between each nanostrand and penetrates from one surface side to the other surface side is 5 nm or less.
