PURPOSE:To increase the flexibility of the utilization of a direct call service by providing a program called a direct call setting change task in a packet composing/decomposing device PAD. CONSTITUTION:When a signal from a general terminal equipment NPT is inputted to the PAD, the content of a format is checked and if the format is not a correct format in accordance with a predetermined procedure, a reply of rejection is sent to the NPT. When affirmative, after direct call address setting/change is applied, the reply representing the reception of the request of the NPT is sent to the NPT.
