PROBLEM TO BE SOLVED: To provide an image forming apparatus which prevents the occurrence of an abnormal image due to a striation flaw made deeper because the same striation flaw is repeatedly traced with brush fibers even by long-time use, and allows extension of the lifetime of an image carrier. SOLUTION: The image forming apparatus includes: a first cleaning brush 71, to which a bias voltage having a polarity opposite to the charge polarity of toner, for removing toner remaining on a surface of the image carrier after transfer of a toner image, is applied; and a second cleaning brush 72 to which a bias voltage having the same polarity as the charge polarity of toner is applied. The first cleaning brush and the second cleaning brush have brush base bodies 71a and 72a and brush fibers 71b and 72b, and either of or both of the first cleaning brush or/and the second cleaning brush has two or more kinds of brush fibers, which are selected from thickness, length, and rigidity and at least one of which is different.
