摘要 <p><P>PROBLEM TO BE SOLVED: To provide a communication control apparatus performing the optimum tuning of a queue length suitable for each operational environment by discriminating a bottleneck part during congestion. <P>SOLUTION: In a communication control apparatus, a call processing packet is processed over a plurality of functional processing means (11-1 to 11-n+1), and processing queues (12-1 to 12-n) are disposed between the plurality of functional processing means, respectively. The communication control apparatus has: a processing time measuring means (3) and a congestion control means (2) as described below. Before storing the call processing packet in a processing queue between a certain functional processing means and a next stage functional processing means, and when extracting the call processing packet from a processing queue between a pre-stage functional processing means and a certain functional processing means, on the basis of timestamp information reported from each of the plurality of functional processing means, the processing time measuring means (3) calculates a call processing packet processing time in each of the plurality of functional processing means.
