<p><P>PROBLEM TO BE SOLVED: To suppress deterioration in the quality of an image, resulting from the quantization error, by accurately reducing the number of colors in an image. <P>SOLUTION: An inputted image is converted into a low-resolution image, and then the inputted image and low-resolution image are divided into a plurality of tiles of a predetermined size. Attributes of a first tile of interest are determined from the pixel feature in the first tile of interest included in the plurality of tiles obtained by dividing the inputted image. With regard to the pixels in the second tile of interest, included in the plurality of tiles obtained by dividing the low-resolution image, a histogram having the color of each pixel and the number of pixels of that color as axes, is generated.
