PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor suppressing decrease of sensitivity by formation of a protective layer. SOLUTION: The electrophotographic photoreceptor includes, in this order: a substrate 1; a photosensitive layer 2; and a protective layer 3 including oxygen and gallium, the protective layer 3 including a first region 31 and a second region 32 that is present closer to the substrate 1 than the first region 31 and has an atom number ratio [oxygen/gallium] larger than that in the first region 31.
