<p><P>PROBLEM TO BE SOLVED: To provide a surface-erosion preventing block mat or ground-reinforcing block mat, which enhances the adhesion between concrete blocks and a sheet to improve safety upon laying the mat. <P>SOLUTION: The sheet for the block mat comprises a soil-and-grains-nonpermeable sheet having water-permeability and flexibility. In this sheet for the block mat, Taslan-processed yarns are used in both vertical and horizontal directions, or partially or totally in either of the directions of the fabric sheet.
