PROBLEM TO BE SOLVED: To provide a method of manufacturing tubular film for packaging bag capable of easily manufacturing a tubular film for packaging bag in which a large number of fine air holes are intermittently perforated only on a half surface of the tubular film. SOLUTION: A laser irradiation device 14 is disposed in the way of advance of a flattened tubular film 20 made of synthetic resin advancing in the machining direction, a surface part 20a and a back part 20b of the flattened tubular film 20 are separated on a laser beam irradiation position P1 by means of the laser irradiation device 14, only either the surface part 20a or the back part 20b is irradiated with the laser beam from the outer side and the air holes are intermittently perforated.
