PROBLEM TO BE SOLVED: To improve the efficiency of radio resource utilization when allocating radio resources to a terminal station using one of a plurality of radio resource allocation methods having different restrictions in the radio frame of the downlink of an OFDMA system. SOLUTION: This radio resource allocation device includes: an RB allocation part 15 for allocating the radio resources to a terminal station using one of the plurality of radio resource allocation methods having the different restrictions; and an allocation type 0 execution part 11 for giving the radio resource satisfying a condition for satisfying the restriction of an allocation type 2 (localized) priority when selecting the radio resource allocated to the terminal station according to an allocation type 0.
