PROBLEM TO BE SOLVED: To provide a video server which supports automatic scene change editing with decreasing display of unnecessary scene change candidates, and also to provide a highlight scene editing method. SOLUTION: The video server S converts a broadcast program recorded in a storage device M, to baseband video signals in a video signal I/O part 1, and detects the difference of video signal quality and the difference of sound level between frames using a video processor 2 and a sound processor 3. When both of them have a specified difference between the same frames or more, a monitor controller 7 determines that there is a scene change, such as camera switching, and it is a start timing of a highlight scene, creates moving pictures as a thumbnail image from the start point, and displays them on a display 9.
