PROBLEM TO BE SOLVED: To provide a base station controller capable of taking into consideration a band in the area of a base station to which a mobile station does not belong when the mobile station is present in the area. SOLUTION: The base station controller 1 includes: a mobile station-using band 11 of a first mobile station, obtained by multiplying the amount of use of a band used by the first mobile station that belongs to a first base station, by the reception signal strength of the first mobile station received by a second base station and by a band usage ratio corresponding to channel spacing between the first and second base stations; a base station-using band 12 of the first base station, for storing the total sum of the mobile station-using band of the first mobile station and the using bands of other mobile stations that belongs to the first base station; a base station-using band 13 of the second base station, for storing the total sum of the mobile station-using band of the first mobile station and the using bands of mobile stations that belongs to the second base station; and a control part 14 for controlling bands to be allocated to the first and second base stations on the basis of the mobile station-using band of the first mobile station and the base station-using band of the second base station.
