PROBLEM TO BE SOLVED: To provide a rotary grinding wheel suppressing a temperature rise of the grinding wheel by frictional heat during grinding, with high safety, high durability and high grinding efficiency. SOLUTION: This offset type rotary grinding wheel 1 is mounted on a rotating tool via a shaft hole 2. An air flow groove 11 having high material density and thin thickness is provided on a board surface to be extended in the tangential direction from a peripheral edge 8 of an offset part 5. The air flow groove having high density and high strength becomes a core material and displays a bridge effect, and thereby stress generated when the board surface is pressed on a ground body in a polishing work can be absorbed. Discharge of frictional heat and grinding chip are urged by the air flow groove 11, and thereby safety and durability as the grinding wheel for high speed rotation can be improved and grinding efficiency can be enhanced.
