The device has a digitalstorm module arranged in a top hat rail mounting housing (1), for targeted modulation of active power of loads. A power line communication module overlaps an alternating voltage frequency with multiple carrier frequencies, which are modulated with a wanted signal. The digitalstorm module is provided with a digitalstorm modem (2) and a digitalstorm meter, and the communication module is provided with a power line communication modem (3) and a power line communication coupling network (4). An intelligent electric meter is connected to the communication module.
