PURPOSE: A system and a method for determining scalable video set are provided to offer an optimal video by efficiently using a given bandwidth. CONSTITUTION: A plurality of base stations transmits the down-link pilot signal to a plurality of terminals(S100). Each terminal measures the CQI(Channel Quality Information) through the down-link pilot signal(S102). A plurality of base stations calculates the highest frequency efficiency value through the channel quality information of the terminal(S104). A BSC(Base Station Controller) calculates the number of control station capable of decoding in each video layer of the scalable video set based on the frequency efficiency(S106). The control station decides the new scalable video set(S108).
