PURPOSE: A device for heating and cooling a turnout is provided to cool a rail in the summer and to heat the rail in the winter and to improve the service life of a heater. CONSTITUTION: A device for heating and cooling a turnout comprises a heater, a heat pipe(120), a heat sink, and outer cases(110). The heat pipe is attached on a rail(20). The heat sink is coupled to the heater and the heat pipe and radiates heat from the heater to the heat pipe. The outer cases surround the heater and the heat sink. Doors are formed on one surfaces of the outer case for inserting the heat sink and the heater.
