PURPOSE: A lower insulating structure for a water-meter protecting bin is provided to prevent a lower insulating member from becoming damaged in installation and to improve insulating effect. CONSTITUTION: A lower insulating structure for a water-meter protecting bin comprises a closed part(7) and a protrusion(8). The closed part is formed on a lower insulating member(3). The protrusion comprises a cut part(20), which is formed on one side of the closed part. The protrusion comprises an inspection hole(9), a square groove(10) and a placing groove. The through hole is formed on the plane of one side of the cut part. A long through-hole, a through hole and a linear vertical tunnel(15) are formed on the bottom of the lower insulating member.
