PURPOSE: A medicinal herb composition containing hot water extract or polysaccharide fraction thereof is provided to enhance immunity and to protect beta cell and insulin secretion. CONSTITUTION: A pharmaceutical composition for preventing or treating dibetes contains hot water extract of Angelica gigas Nakai, Cnidium offinale Makino and Paeonia japonica Miyabe or polysaccharide fraction which is obtained by adding ethanol to the hot water extract and precipitating. A hypoglycemic agent and functional food for preventing and delaying diabetes contains the hot water extract or polysaccharide fraction as an active ingredient.
