PURPOSE: A semiconductor storage system decreasing of a page copy frequency and controlling method thereof are provided to control data movement by comparing the interval between a data block and mapped buffer block. CONSTITUTION: A memory block is defined into a data block and a buffer block. A memory controller(140) respectively compares the number of a valid pages in a data block with the number of free page in a buffer block. A memory controller selects a target block as the data block and the buffer block. A block administration unit(170) counts the number of a valid pages in the data block and the number of free page in the buffer block. A power management unit(180) supplies a result which is generated in checking each power state of the data block and the buffer block to a block management unit.
