PURPOSE: A therapeutic agent for oral administration for treating inflammatory bowel diseases is provided to improve absorption and to effectively treat colon-specific diseases. CONSTITUTION: A therapeutic agent of oral administration for inflammatory bowel diseases is produced by coating cell permeable NF-kappa B peptide with a polymer with colon targetability. The cell permeable peptide is Tat, KFGF or YGR. The polymer with colon targetability is azo-containing polyurethaneazo-containing polyurethane. The azo-containing polyurethaneazo-containing polyurethane is one or more copolymer selected from chemical formulas 1-3.
