PURPOSE: A variable compression ratio and volume internal combustion engine with a load controller is provided to control the output of the engine by controlling the compression ratio and exhaust volume and to reduce the efficiency drop of energy. CONSTITUTION: A variable compression ratio and volume internal combustion engine with a load controller comprises load controllers(8,9), actuating based on the principles of a lever, and the structure controlling the location of cylinder blocks(13,14). If the location of the load controller and cylinder block is properly controlled, the displacement and compression ratio are controlled.
