PURPOSE: A system for activating non-activation settlement information and a method thereof are provided to prevent an abuse of the lost card by activating the memory card in the point of use. CONSTITUTION: If a client requests the activation of the payment method which is currently deactivated through a wireless terminal in which the memory card is included, the activation request information is received from the wireless terminal(730). The activation possibility about the payment means corresponding to the activation request-information is identified(750). If the activation is available, the deactivated payment means transmits the activation request with the memory card through the wireless terminal, and the memory card is activated(775).
