PURPOSE: An apparatus and a method of generating OTP by generating OTP generating key according to the input value are provided to fundamentally prevent the hacking attempt by electronic and physical infiltration. CONSTITUTION: An OTP generation module(130) uses the OTP generation key in order to generate the OTP. An OTP generation key generation module(120) uses the OTP generation key generating element in order to generate the OTP generation key and transfer the OTP generation key to the OTP generation module.
