PURPOSE: A method and a device for encoding and decoding mode information are provided to hierarchically encode information about an encoding mode of an image block, thereby efficiently encoding the mode information. CONSTITUTION: A mode information decoding device decodes the first information(1810). The mode information decoding device determines whether a current block is encoded in a skip mode based on the decoded first information(1820). The mode information decoding device decodes the second information(1830). The mode information decoding device determines a mode for decoding the current block is a natural mode or a graphic mode based on the decoded second information(1840).
