PURPOSE: A method and a device for encoding and decoding data which changes an order of bits are provided to encode frequently generated data by a code of a short length, thereby increasing the efficiency of encoding device. CONSTITUTION: A bit location changing unit(110) changes the location of bits of a first data bits for encoding. The bit location changing unit generates a second data. Based on information about at least one previously encoded data, a probability value calculation unit(112) calculates probability that each bit have the value of 1. Based on probability value, a rearrangement unit(114) rearranges the bits of the first data. An encoding unit(120) encodes the second data.
