PURPOSE: A light control plate, a surface light source device and a transmissive image display device are provided to stably implement excellent image by increasing even brightness. CONSTITUTION: A light diffusing plate(40) has a first side which is nearly even against the side of a light source and has a second side on a transmissive display panel(10). A plurality of protruded parts are formed on the second side. The thickness of the light diffusing plate is a distance between the normal part of the protruded parts and the first side.
