PROBLEM TO BE SOLVED: To provide a structurally simple snow melting system capable of efficiently melting snow by utilizing groundwater, and a snow melting method. SOLUTION: A dumping tank 5 is a tank for dumping the snow from the ground. An upper portion of the dumping tank 5 can be opened, and a lower portion thereof is provided with a chute with an inclined plane. A snow crushing portion 7, which communicates with the chute of the dumping tank 5, is a portion for finely cutting the snow. A snow flowing portion 9 communicates with the snow crushing portion 7; and the snow and water, which flow out from the snow crushing portion 7, flow into the snow flowing portion 9. The water is stored to a predetermined water level in the snow flowing portion 9; and the snow floats above it. A thermal storage tank 11 is annexed to the snow flowing portion 9. The water can be stored to a predetermined water level in the thermal storage tank 11. The thermal storage tank 11 and the snow flowing portion 9 communicate with each other inside.
