PROBLEM TO BE SOLVED: To provide a motion detection device capable of detecting a motion without using a frame memory, to provide an image capturing apparatus, a method and a program of detecting a motion, and to provide a design method. SOLUTION: A plurality of lines as many as a predetermined number of lines are selected from an imaging element 2 and image signals for the predetermined number of lines are read out. A selection range for the plurality of lines to be selected is moved so as to include lines that overlap in the row direction of a plurality of pixels arranged in a matrix form, and the image signals for the predetermined number of signals are read out sequentially from the imaging element 2. The read-out image signals for the predetermined number of lines are stored in a line buffer of a motion detection unit 4. Each time an image signal is read out from the imaging element 2, the motion detection unit 4 compares the read-out image signal with each image signal of the overlapping lines of the image signal stored in the line buffer to detect a motion of a subject.
