PROBLEM TO BE SOLVED: To prevent excessive temperature rise in a non-paper passing part on a heat roller without causing increases in power consumption and cost, and without growing a fixing device in size. SOLUTION: The fixing device includes the heat roller having a heater therein. The fixing device includes a heat shielding member which covers the heater at the inside of the heat roller, and in which one end is fixed at the inside surface of the heat roller and the other end is disposed movably in the radial direction of the heat roller, and which is configured to shield the heat emitted from the heater.
