Disclosed is an edge light type illuminating device etc. capable of suppressing luminance variation even when a reflection sheet are bent. The edge light type illuminating device is provided with: a light source (2); a substantially-transparent light guide plate (3) which is disposed while the end face (13) thereof faces the light source (2) and which causes light incident from the end face (13) to travel while reflected repetitively by a front surface (23) and a rear surface (33); a plurality of dispersion units (4) which are disposed so as to disperse on the rear surface (33) of the light guide plate (3) and disperse the light incident from the end face (13) of the light guide plate (3) to outgo from the front surface; and the reflection sheet (5) which is disposed on the rear surface (33) side of the light guide plate (3) and reflects light leaked from the rear surface (33) at places where the dispersion units (4) are not disposed. On the rear surface (33) of the light guide plate (3), a transparent layer (8) covering the dispersion units (4) is provided.
