PROBLEM TO BE SOLVED: To provide a method for manufacturing a luminous material which is excellent in afterglow properties and has a high luminance. SOLUTION: The method for manufacturing a luminous material comprises: mixing a material to become the mother crystal of a luminous material, a powder of activator and a powder of activator auxiliary; heating this mixture under a non-oxidizing atmosphere; and forming a solid solution of the metal ion constituting the activator and the activator auxiliary inside the mother crystal, wherein the activator uses the nanosized EuO, which has a power to bond with oxygen (a reducing power) stronger than EuO and which is obtained by reducing Eu<SB>2</SB>O<SB>3</SB>in a plasma atmosphere by using as the reducing agent a metal equivalent to Eu or weaker than Eu in reducing power.
