The invention relates to a method and a device for treating wastes including hazardous wastes, in particular to a method and a device for heating, melting and cracking a waste plasma arc in an auxiliary mode. The invention adopts the scheme that an ultra-high temperature field provided by a plasma arc and/or Joule heat is utilized, a gasification agent reacts with organic matters in the wastes soas to generate hydrogen-rich gas with a high heat value, and the hydrogen-rich gas can be used for generating electricity or recovering heat energy after being purified; glassy state slag generated bymelting inorganic matters in the wastes can be directly used in the field of building materials after being quenched by water; and metal melts in the wastes can be directly poured into ingots for recycling.
