PROBLEM TO BE SOLVED: To prevent breakage of a cylinder and a piston even when change in height of a water level at low tide or in typhoon is particularly large, as well as in normal waves, and to obtain high energy conversion efficiency or high power generation efficiency. SOLUTION: An energy conversion device converts wave energy into pneumatic pressure energy, by including: a cylinder; a float applying buoyancy to the cylinder; a first mooring means mooring the cylinder to be capable of elevating and oscillating within a range of change in height of a water level; a piston fitted in the cylinder and having the buoyancy; a second mooring means mooring the piston at a fixed position in the water against the buoyancy; an intake pipe disposed to an upper part of the cylinder and having a check valve; an air pipe disposed to the upper part of the cylinder and having a check valve and a solenoid valve; a first sensor detecting that the piston comes close to an upper limit position of an air chamber by travel of the cylinder in a water depth direction; and a first control means closing the solenoid valve by output of the first sensor.
