<p><P>PROBLEM TO BE SOLVED: To perform power saving control, according to user's use status that includes the return time from a power-saving mode so as to attain further power saving, taking into account the user's convenience. <P>SOLUTION: A power control device for controlling transition to a power saving mode, according to a state where there is no input of a user operation signal, includes a non-operation time measuring means for measuring a non-operation time when there is no input of a user operation signal; a power mode control means for determining the transition to the power saving mode according to the non-operation time measured by the non-operation time measuring means; and a power control means for performing power control, according to the determination result by the power-mode control means.
