PROBLEM TO BE SOLVED: To provide a method and an apparatus which specify an avoiding route in a narrow street and automatically create avoiding route information. SOLUTION: In a guidance route represented by a navigation system, a narrow street route associated with the narrow street and a travel history of a probe car having traveled in accordance with the guidance route are stored, and a load about the narrow street route is specified by comparing the narrow street route with the travel history, and the avoiding route is specified on the basis of the specified load.
