<p><P>PROBLEM TO BE SOLVED: To provide a programmable controller which needs no additional programmable controller when more terminals are needed in excess of existing terminals. <P>SOLUTION: The programmable controller 1 includes, on a front panel 3, one or a plurality of fixed-function terminals 9, 13 fixed in number and having fixed terminal functions for input or output, and one or a plurality of variable-function terminals 19 whose terminal function can be selected by a user operation for input and output.
