PROBLEM TO BE SOLVED: To save space, to substantially reduce costs such as an electric power cost, and to perform unmanned water quality measurement at all times without interfering with a moving body even in a sedimentation basin or a sludge storage pond wherein the moving body for raking suspended matters is equipped. SOLUTION: A water quality meter 102 and a float 103 which moves in contact with the moving body 2 are tightened by a mooring implement 101 through a pulley 100, and a movement limitation detection means 105 is provided. Thus, since the water quality meter 102 can be moved up and down utilizing power when the moving body 2 is moved, the unmanned water quality measurement is performed at all times at a low cost.
