PROBLEM TO BE SOLVED: To accurately prevent a theft of a recording medium while a player leaves from a game machine. SOLUTION: The game management system for dispensing game media used for the game machine by putting money or the recording medium on which information for specifying a valuable value is recorded, includes a person detecting means 1 discriminating the player's leaving from the game machine, and an operation detecting means 2 of the game machine. These detection data are always transmitted to a management device D. The management device D includes: a return propriety-determining means 12 determining the return propriety of the recording medium on which information on balls at hand or balance information is recorded based on the result of the received detection data; and a return control means 6 forbidding the return of the recording medium from a unit (an inter-board machine) C to which the recording medium is held when the return determining means 12 determines that return is improper upon receiving a return request signal of the recording medium.
