<P>PROBLEM TO BE SOLVED: To provide a method of issuing an instruction for a resource using a multi-cell transmission method of an MBMS (Multimedia Broadcast/Multicast System), and an enhanced base station. <P>SOLUTION: This method is used for a multi-cell transmission method of an MBMS, and includes steps of: acquiring a first number being a number of subframes actually required for an MBMS service; identifying an MSAP command for issuing an instruction for initial subframes of a second number being a minimum value not smaller than the first number out of the number of subframes capable of being instructed by a method of issuing an MSAP instruction method; selecting excessive instruction subframes of a third number being a difference between the second number and the first number from among the initial subframes when the first number is smaller than the second number, and generating a correction command for issuing an instruction for the position of the excessive instruction subframe; and transmitting the MSAP command and the correction command to a reception side to instruct the reception side so that a subframe finally used for transmission of MBMS data in a scheduling cycle becomes a subframe other than the excessive instruction subframe out of the initial subframes.
