<p><P>PROBLEM TO BE SOLVED: To provide an in-vehicle device or the like, which confirms whether a user intends to pay the parking fee of a pay parking lot by credit card, and allows a vehicle to smoothly leave the parking lot. <P>SOLUTION: When a vehicle with the in-vehicle device mounted thereon is located out of a desired parking lot P, a control unit 11 of the in-vehicle device 1 sets a skip mode, so that an occupant inputs his or her intention to pay the parking fee of the parking lot P by credit card, and transmits, upon input of the intention of credit card payment, a notice with "declaration of intention to use credit card payment", to a parking fee server 2.
