PROBLEM TO BE SOLVED: To guarantee access performance of a plurality of processors to a memory. SOLUTION: A semiconductor integrated circuit sets priority to the plurality of processors, measures a waiting cycle occurring within a memory I/F 400 for each of the plurality of processors, and controls an access to the memory for each of the plurality of processors by using an arbiter 200 on the basis of the measured value so that a request from a processor of lower priority is not received.
