PROBLEM TO BE SOLVED: To provide a titanium plate exerting excellent press formability and cleaning property by imparting good seizure resistance and crack resistance thereto and making a surface smooth. SOLUTION: The titanium plate has a surface C concentration of≤6 at% and a surface N concentration of≤7 at%. The thickness of the oxide film of the surface is within a range of 3-15 nm, the arithmetic average roughness (Ra) of the surface is≤0.25μm, and the maximum height (Rz) of the surface is≤2.0μm. In a manufacturing method, cold rolling is carried out using lubricant composed of ester oil or fat and oil and vacuum annealing is carried out in a degree of vacuum of≤5×10-4 torr or in inert gas atmosphere of argon atmosphere.
