PROBLEM TO BE SOLVED: To provide an image forming apparatus that suppresses wasteful consumption of toner.

SOLUTION: The image forming apparatus is equipped with: an image holder for holding a toner image thereon; an image forming section for forming a toner image on the image carrier; a detecting section for detecting the density of a toner image formed by the image forming section; a signal image forming control section for receiving an input of an image signal and causing the image forming section to form an image signal toner image corresponding to the image signal; a potential difference control section for causing the image forming section to form a patch toner image with predetermined image density and controlling a development contrast potential difference in order to determine flying force for toner on the image holder in the image forming section, according to the detection result of the patch toner image obtained by the detecting section; and a band formation control section for increasing toner consumption by causing the image forming section to form a toner band, different from the image-signal toner image corresponding to the image signal and the patch toner image, when a development contrast potential difference reaches a predetermined value.
