PROBLEM TO BE SOLVED: To evaluate a target system with high accuracy. SOLUTION: An operation model storage part 110 stores an operation model for each of one or more actions to be executed by components constituting the system to be evaluated. A simulation execution part 130 simulates system operation based on an operation model stored in the operation model storage part 110. A failure occurrence decision part 141 decides failure occurrence time based on the system operation simulated by the simulation execution part 130. A recovery decision part 142 decides recovery time based on the system operation simulated by the simulation execution part 130. An availability calculation part 149 calculates an availability evaluation value based on the failure occurrence time decided by the failure occurrence decision part 141 and the recovery time decided by the recovery decision part 142.
