PROBLEM TO BE SOLVED: To provide a structure easy to work and mount while eliminating thermal influence in joining by brazing in regard to a method for fixing a fixing holder for positioning of an electromagnetic coil device of an electronic control valve. SOLUTION: A valve element device includes a valve seat 21 of the electronic control valve, and the fixing holder 22 connected to the valve seat 21. The outer wall of the valve seat 21 includes a first positioning groove 211 extending in a circumferential direction, and the opening direction of the first positioning groove 211 is perpendicular to the axial direction of the valve seat 21. The fixing holder 22 includes a positioning plate part 221 fitted to the first positioning groove 211, and the positioning plate part 221 is inserted in the first positioning groove 211 and fixedly connected to the valve seat 21.
