A method and device for transmitting Multimedia Broadcast Multicast Service (MBMS) notification messages are provided in the present invention. The method comprises: transmitting the MBMS notification messages by using the Physical Downlink Control Channel (PDCCH) in the idle sub-frame or the sub-frame having a minimal impact on the scheduling of other services, which is selected in a period of time window started from the time of transmitting the MBMS notification messages; or transmitting the MBMS notification messages by using the PDCCH in the Multimedia Broadcast over Single Frequency Network (MBSFN) sub-frame. The device comprises: an MBMS notification message generating module and an MBMS notification message transmitting module. Compared with the prior art, the method and device of the present invention can not cause the problem that the PDCCH public searching area of the sub-frame does not have enough carrying capability and can save a radio network temporary identifier (RNTI) for the system.
