<P>PROBLEM TO BE SOLVED: To provide a miniaturizable steering control device easily machined when manufactured. <P>SOLUTION: In a pinion gear shaft member 43 rotatably supporting a pinion gear 41 meshing with both of an input gear 11 rotating together with an input shaft 10 and an output gear 23 rotating together with an output shaft 20, one end is fitted in an inner wall of a first hole 401 of an inner ring member 40, and the other end is fitted in an inner wall of a second hole 421 of an outer ring member 42.
