PROBLEM TO BE SOLVED: To overcome the problems of conventional power devices: unstable power generating performance; a high fuel cost; existence of a risk of adverse influence to a human body; and a risk of environmental destruction. SOLUTION: The device includes a completely sealed body 1 filled with a liquid and two moving vessels 3 and 34 arranged the body 1, and the moving vessels 3 and 34 are allowed to reach the ceiling of the body 1 with the buoyancy generated by replacing part of the liquid in the vessels 3 and 34 with a gas, and then the gas in the vessels 3 and 34 are discharged, which causes the vessels 3 and 34 losing the buoyancy to fall down.
